    <title>Five Great Books</title>
    <h1>Five Great Books</h1>
        <?php foreach($books as $isbn => $book) { ?>
            <li><?php echo $isbn ." ". $books; ?></li>
        <?php } ?>

It sounds like all you need is to switch the placement of the variables when concatenating them:

<li><?php echo $book ." ". $isbn; ?></li>

Also, I think you want to use the variable $book in the echo statement, not the array $books. Cheers.
