How do I get to the ~ $ command line in terminal?

How do I get to the ~ $ command line in terminal? Mine comes up as Joshuas-MacBook-Pro:/ JPxxxx$

I ran ruby ~v and it returned the error: ruby: No such file or directory -- ~v (LoadError)

What am I missing?

Try ruby -v not ~v. You're in the right place.
