I ask this because I recently registered a domain name and all of a sudden I'm getting emails from design consultants and marketing managers offering to help me with my website.
Can I find out when somebody registers a domain name? What tools are used?

Well when you register a domain name onto your name that data is open to all to see. Only if you pay a bit extra there are some information that isn't public.
Just ignore the mails. I got a few myself, but they stop quite quickly.
To see an owner of a Domain you can use Whois or just ask Uncle Google about the domain.

I think it's worth it to avoid an avalanche of whois spam (but the choice is yours) .
The other option:
Set up a "junk" email account just for receiving the domain spamming
(and tie that into your domain email info connection).

Set the spam filters as high as possible and you'll usually only have to
go into it once every 6 months to clean it out.
