How do you change the admin icons?

Let's say the "appearance" menu with a "paint brush" icon should be changed with a "display monitor" icon

Hello Jan,

There is a great resource about "Dash Icons" available here, you can see all the icons available and how to use them when registering new Post Types etc with the use of 'menu-icon'.

As for changing the existing you would have to use functions.php and deploy a function that changed the class of an existing menu item after the dashboard loaded.
