How do you open the files in the teachers' notes in a jupyter notebook?

We are told to open the files in the teacher's notes in a Jupyter Notebook but when I open a notebook in my browser (by typing "jupyter notebook" into the terminal prompt) the notebook won't then open the downloaded files, presumably because they are not saved as .ipynb What am i missing here?
