how domain registrar company work?

i wondering how domain registrar company work like (namecheap.com and godaddy.com) ? how can they sell domain who regulated that? ICANN?

So the basics of this is that the registers domain company's pick up these different list of domains that are available which are regulated trhough https://en.wikipedia.org/wiki/ICANN. You then pick the domain you want through the hosting company you pay for that and then you pay for there services to host your domain.
