Also: are there jobs out there who strictly design websites on things like Adobe Illustrator or InDesign and just "hand it off" to coders?

907 PointsYou need excellent CSS2-3 , HTML - HTML5, and touch of JS with jQuery. But the most important here -> Be creative!

30,415 PointsThe best answer would be the more the better. Which seems like the easy way out but the more you do know about HTML and CSS the more effective the person can be. It wouldn't be no different then saying how much should a designer know about HTML and CSS. The answer is they should know the basics and if they know more then that the better.
As for the jobs question–yes and no. In the old days that was the unofficial rule about designers and developers. Now a days you have to know about each others jobs. At least the basics but I do believe that designers are being forced more to know about development.

39,199 PointsI think you should probably do some more research about the differences between UI and UX. Also if you don't know a lot of CSS and a good bit of JavaScript & JQuery then you probably aren't a front end developer, because what would you be developing.
