how to add a picture to a question ?

my example is on a picture. how do I insert it to a question form?

First you have to upload your image somewhere, there's no option to upload an image here as far as I know. Then you use this markdown to display your image:

![alt text](/path/to/img.jpg "Title")

[alt text] is the equivalent of the html attribute 'alt'. It's an optional description of a picture. You can leave it out.
