How to build Notifications app for family?

I am toying with the idea of building a notifications/news app for my family. I would want it to be easily updatable for the less-techy family members and it needs to run on iOS and Android. I have three main parts to my question: a) Is the best way to achieve this through an RSS-reader type app? b) As I want it to run on Android and iOS, should I spend the time developing it natively or should I use phonegap? c) If I do use RSS is it possible to further split the feed into topics, and family members can follow the topics they want?
