How to choose what language to use or what CMS to build a website on for a given project

I've been taking number of courses here and I really love Treehouse, however I'm still confused when it comes to build a new website or app what is the best solution, what language to use, why one is better than other. I built static website just using HTML, CSS and JavaScript. I built dynamic PHP Wordpress, coded a theme from scratch, which was amusing. I also created Ruby on Rails App and uploaded to Heroku. Now, I'm taking Andrew class on Node.js and I'm wondering what is the best nowdays, where I should stop and specialize. You can't really learn great all those languages, servers, solutions, frameworks, but what is the best one and how to choose?
