How to code a recommendation slider window?

Hi,

On Tomshardware.com, there's a recommendation slider that shows up on the lower right corner. It is very subtle and I like to use that for WP. Can someone tell me if there's a plug in for this?

If you go to http://www.tomshardware.com/forum/, you will see it in the lower right corner.
