How to create Wordpress site without going live/without domain

How to create Wordpress site without going live/without domain?

Do I need to install it locally and working in staging environment and then once I want to go live, install the domain?

Am I understanding this correctly?

create a local environment by installing xampp and then you'll be able to install wordpress. Once you are ready, the hosting company you decide to go with should have the abilities for you to select that you wish to install wordpress, by a one click.

Here is a tutorial on how to install it locally: P.S Mamp is used on both windows and Mac, so can follow this with no issues :)

Preferably I would use xampp but I have used mamp too, but feel that xampp is faster to open than mamp, maybe she to my pc :) either is fine btw :)
