How to disable user scrolling on a website?

Hey. Im wondering how to disable scrolling for users on my website. I noticed that using overflow:hidden on the body tag works, however when you load the website on a mobile, you can still scroll.

If the only way is my using Javascript or JQuery, it would be really great if you could leave me a link to research.

It is possible to add it in your HTML in a meta tag.
