How to fix my content in page?

Hi, I am trying to make my page fixed when I resize my window browser like Google page does. Can anybody tell me if I should use css or HTML to do what? Thank you!

This is actually complicated subject in CSS, but it's called Media Queries.

I would recommend learning HTML then CSS and then learn about CSS Media queries.
