How to force a responsive web page to be locked on portrait mode (as with some native applications).

Is there a way to lock a responsive web page on phone's portrait mode using CSS, Javascript, html meta viewport element, or a combination of all?

I could use something like http://stackoverflow.com/a/8738200/675565 or http://stackoverflow.com/a/26678220/675565 , but I wonder if there is a better solution.
