how to have a "Questions" beside the scroll at shippo webiste

I have been searching google. How to make the stuff beside the scroll like shippo website. Any idea?

You can achieve this by positioning an element fixed on the right side of the page.

.widget-right {
 position: fixed;
 right: 0;
 top: 400px;
}

They also did a CSS transform to flip the button 45 degrees. If you inspect the code of the button you can see how they did it exactly. But the base styling is very easy to achieve.
