How to Link to JS from functions.php File: What is this "Static_Template" that the videomaker is using

In this video, the author is copying over files from a static template folder, where did he get this file. He doesn't make it in the last video. Does he download it somewhere online?

Yeah, it's a file from somewhere else. In a real world situation, you'd get the static file from a designer or client, and you'd then turn it into a template file by doing what was shown.
