How to make a dynamic row of UIButtons that is dependent on networking data? Should I use a UICollection?

I'd like to make x rows of 3 columns of UIButtons.

Each UIButton would have a background image and label underneath that it grabs data from my networking call. By default there would be 3 rows and a default avatar.

I was thinking that a UICollection might be the best way to go about this, but not sure how to make cells into buttons that can be "selected" so to speak...
