How to make an expanding border that is responsive and transparent?

Trying to design a custom border for a webpage that is responsive and transparent. I have attempted to export and embed (the design of the border) from Adobe illustrator onto the html but was not able to make it responsive.

Put the border as a background image and repeat. Use bootstrap to make it responsive.

Hi Erika, Thanks so much for your reply. I wonder if setting the border as the background image would work. This border will hold the contents of each menu item as it will roll out of an interactive navigation bar. Would it be possible for me to email you an image of what I'm trying to create? Thanks Jess
