How to make color pallete - Sass

Hi,

//Color Palette 

$foundation-palette: (

    primary: $light-blue,
    secondary: ,
    accent: $white,
);

How do I use this? And my accent color needs to be changed to blue on hover lol i never used color pallete, nor i rmember anything on TTH, and if there is TTH, i don't have access to the vidoes, so if you could expalin please.
