How to make element visible when parsing through another

I would like to know how to make the blue element hidden, but then visible when passing through a link/ element like the discover button in this website; http://omnisense.net/

There's also an example in the bottom of the page.

this is can be done by creating two divs and wrapping it within a div,and placing the two divs above each other, then for one div we make display:none to make it hidden then when we hover the wrapping div the hidden div will appear, for example
