How to open a application from a hyperlink on an internal website

I am setting up an internal website and I am trying to create a link that will open up an application by using the following code:

<a href="applications/Todoist.app">To Do Lists</a>

This code doesn't open the application but just the window that contains the application. Can anyone please help me here?

"the <a href=""> only works with websites, folders, and some documents. It doesn't work to launch applications or programs"
