How to run this challenge in visual studio code?

I tried to run this using "dotnet build" or "dotnet run", both come with error. Also, I tried use cms, dont work as well. Please help me with this.

I'm not sure about Visual Studio Code, but with Visual Studio, you can just hit F5 or click the "Start" button below the menu. F5 seems to work in other IDEs, too. I'd give that a try. I don't know a lot about it yet, but maybe that'll help.
