How to select correct dimensions for screen design?

I have wondering for long time how to select the correct document size in pixels for designing app screens.

for example is there any reference or guide for PSD/PNG file height/width sizes or how it's being calculated.

issue is that device sizes it different even for same density.

And is there any designing kits to start from or sample mockups ?
