How to show video thats saved in a file directory?

Lets say I have a folder structure;

website -img -css -js -videos

I have 10 videos in the videos folder.

How do I display one of the videos in my folder on my website?

It would be better if you had it online line like youtube or vimeo and or used a html5 video player so that it wouldn't slow down your site.
