How to throw new IllegalArgumentException

This code looks good to me, and it seems to throw the IllegalArgumentException when given exceptional data, but it will not pass the tester.

Thanks Kris, I thought that it posted my code automatically. I have figured it out though. I had an if/or statement and I needed an if/and statement.
