How would one create a social network that connects to a native app for android and web-app for desktop. like Facebook?

Facebook's (app) version connects and works with its desktop (webapp)version how is this done? should I build a webapp first then a native app? or can you build just one software that can be published to the worldwideweb and the app stores

You have to build a webapp and then optimize it for iOS or Android. I suggest you to have a look to Cordova.js.

You can also make a responsive web design like treehouse. It works great on tablet and mobile. The app may be a little bit faster but consumes battery and it doesnt even have forum on it lol .
