Your structure is wrong, you have your <body> in the <head> and you have the <meta>, <title> and <style> in <body>...

Should look more like this...

<!DOCTYPE html>
<html>
    <head>
        <meta charset="utf-8">
        <title>Once Upon a Time</title>
        <style>
            h1 {
                text-align: left;
                color: green
            }
        </style>
    </head>
    <body>
        <h1>Once Upon a Time</h1>
    </body>
</html>
