1,987 PointsWell said LR. Me personally, I prefer coding than using wordpress. I love the challenge of coding, but more so, why I prefer it is that you are only limited to what you don't know. If you think html, css, php, javascript inside out, you can put many wordpress websites to shame. I just have beginners knowledge of PHP yet I was able to create my own blog and due to me knowing html and css, was able to add my own style to it and even make my own archives showing how many post available per month/year etc.
Wordpress advantage is that its fast, easy to interact with users etc. Many web designers today use wordpress and build sites within hours and pocket some good cash. So there are pros and cons of both.
I personally don't use wordpress at the moment because its hard to manipulate my own changes as LR pointed out.

22,989 PointsPersonally, I feel it is just based off of experience and user preference. Wordpress is designed to make it very user friendly when creating your website or blog. I feel that wordpress is very hard to make changes to, besides the actual text meant to be changed, because it's covered in PHP code and meant to contain as little HTML code as possible and all the information is based in databases, so if you have 0 experience with SQL, it makes it even harder to work with. Wordpress makes up for it being harder to change the actual template in that it's very user friendly and is easy to make new postings and so on.
HTML on the other hand is very un-user friendly. Most times, unless you use something like Dream Weaver, it's all text based. To a lot of people who do not know much about coding, this can be very stressful and overwhelming sometimes to look at. It is easy to get the hand of editing HTML though, which is nice. The great thing about HTML, and other scripting/programming languages that you can had, you have the ability to add just about anything and you can make it feel and look anyway you want. Also, if you code what you write, you are more able to know what is going on in the code and where and so making changes can be easier.

WordPress.org is a PHP based CMS used for managing websites (and WordPress.com is a hosted blogging platform).
To make your own WordPress theme you would have to know HTML, CSS and PHP.
You will need HTML either way (unless you plan on buying or using free WordPress themes and never customising anything apart from basic colours).
