HTTP Error 404. The requested resource is not found on Windows 8.1

I see that many here have the same error when clicking on the install.php link to continue with the setup. Yet no professional has provided clear instructions on how and what exactly to check and what are the possible solutions. I did everything just like in the video... Can anyone from the Treehouse professionals help solve this finally? How am I expected to finish the course if I`m not even able to install the software?

If you are trying to run it locally you will need to install XAMP (for Windows) or MAMP (for MAC). Do you have that installed? Or are you trying to install it on you live server?

If by installing XAMP you mean what was shown in the video then yes - as I said, I did everything just like in the video.

Oh yeah I see. Because after I installed it I deleted the files that were originally in the htdocs folder and put my website folder in where I copied the Wordpress files into, then I just opened the folder up in my web browser and it begins the install process of Wordpress by asking questions.
