It's just making the suggestion that you should apply header tags to each section element. Like below

<!DOCTYPE html>
<html>

<head>
  <meta charset="utf-8">
  <title>Ricardo Guedes | Web Designer/Developer</title>
  <link rel="stylesheet" href="_css/normalize.css">
  <link href='https://fonts.googleapis.com/css?family=Lobster' rel='stylesheet' type='text/css'>
  <link href='https://fonts.googleapis.com/css?family=Bree+Serif' rel='stylesheet' type='text/css'>
  <link rel="stylesheet" href="_css/main.css">
  <link rel="stylesheet" href="_css/responsive.css">
  <meta name="viewport" content="width-device-width, initial-scale=1.0">
</head>

<body>
  <header>
    <a href="index.html" id="logo">
      <h1>Ricardo Guedes</h1>
      <h2>Web Designer/Developer</h2>
    </a>
    <nav>
      <ul>
        <li><a href="index.html" class="selected">Portfolio</a></li>
        <li><a href="about.html">About</a></li>
        <li><a href="contact.html">Contact</a></li>
      </ul>
    </nav>
  </header>
  <div id="wrapper">

    <h1>Heading</h1>
    <section>
     <h2>Section Heading</h2>
      <ul id="gallery">
        <li>
          <a href="_img/numbers-01.jpg">
