JavaScript D3.js Selections with D3.js Selections

I am getting d3 is not defined trying to follow along in the console, on windows 10 and chrome.

I see that d3 updated to version 4 so i tried changing that in the script, but either way my console, on my index of page does not recognize d3.

Make sure to click the href anchor for "Selections1.html" (after you click preview it shows a list of href anchors... not Selections1.html)
