I do not understand the question

Its asking to place the ul. h1, and the p tag but where in the code?

You don't need to move these elements anywhere, but need to wrap another element around them. So add a <header> tag before the <ul> tag and then add the closing </header> tag after the <p></p> tags.

Hope that makes sense.
