You need to use an if else statement and also the charAt() method of the String class. lastName.charAt(0) will give the first letter of the last name and then using an if statement you can see if it is between A and M or not:

public class ConferenceRegistrationAssistant {

  public int getLineFor(String lastName) {
    /* If the last name is between A thru M send them to line 1
       Otherwise send them to line 2 */
    int line = 0;
    if (lastName.charAt(0) >= 'A' && lastName.charAt(0) <= 'M') {
      line = 1;
    } else {
      line = 2;
    }
    return line;
  }
}

ohhhhhhh i see thx a lot Kourosh !
