unfortunately its not an easy process to develop for iOS on windows. iOS apps are developed using Xcode, which only runs on OS X. its possible to run OS X server using a Virtual Machine or run OS X on a hackintosh, but note that its against Apple's TOS to run OSX on non-apple hardware. This stack overflow post has some good answers and possible solutions to your problem.

PhoneGap might also be worth looking into, though its not native development.

A refurbished mac mini is a good route to go. It would be relatively inexpensive compared to other Mac models.

If you want to start making mobile apps on windows, then you should check out the Android Track

Take a look at Mac In Cloud.

The only way to do it would be to turn your pc into a hackintosh (which isnt easy). Other than that I do not know of any other way you can do IOS development.

Also there is rumoured to be a new mac mini announced on the october 16th keynote which may mean the older refurbished models will drop down in price a little further, making your entry into the world of a mac a little cheaper.
