C# C# Objects Inheritance Custom Exceptions

I keep on getting temp. issue error. How do I get around this?

Add public access to your constructor. Anything declared inside a class (methods,variables, etc...) without an access modifier gets defaulted to private, which doesn't allow whatever is grading your work to access it.
