I need to build an API that receives xml-files and stores them into a database. Where to start?

xml-files will be sent by various applications to this API. The contents of these xml-files need to be stored into a database. Users will be able to search the contents.

I want to build a web application around this. I am thinking about using Foundation for Apps. How to bring these two things together?
