I need to know how to make HTML5 Responsive Banners

Hello Everyone I need to make HTML5 Responsive banners for a project. I look at green sock and Lynda for some animation tutorials but I can't find anything in responsive banners. if you look at the advertisements in css-trick that is what I want my final product to look like.

Does anyone know anything about this ?

Luis, something like Google Web Designer might make it easier, too. Be sure to check out their YouTube channel.
