Members should adhere to content restrictions, but companies need to have feedback to grow, even if it is negative feedback. Thus, the first clause is true, but the second is false. Thus, the statement as a whole is false.

My Answer would be False. In general unless there is a good reason, I'd say restricting content is defeating. If your looking to build and grow a community, you don't accomplish that by content restriction. Feedback is necessary if your looking to cultivate and grow your audience/community. Negative feedback allows us to address issues and engage others. It takes time to develop the trust you need for real candor and openness
