If I was to build a database with multiple interfaces for users is it better to build it with JavaScript or PHP?

I think it would come down to which language you know best. I believe it would be possible with either. I would pick PHP because I know it far better then JavaScript but if you know JavaScript well you could use Node.js or something to communicate with the database.
