What exactly is this line of code doing?

The conditional is asking if the variable #item is empty then return the variable.

the empty() function looks to see if a variable has a value. so in the conditional if says if no value for the variable is true then return the variable.

Yes that's right jaycode. The variable that we got from $_GET is passed into the single_item_array function as a variable named $id.
