IllegalArgumentException in Java

I have some queries: 1: Is it compulsary to write "throwsIOException" while making main() in java programs , and if not so how to know when to use when not. 2: As learning sir Craig taught us about "IllegalArgumentException" so why don't we write like : public static void main(String[] args) throws IllegalArgumentException instead of public static void main(String[] args) throws IOException
