Im having trouble understanding pixel ratios and how I incorporate them in to my css so pages display correctly

I have designed a webpage with media queries to support mobiles, setting the breakpoint at 480px for a mobile in portrait, but my phone is 1440px and instead is displaying the full desktop version of my webpage. How do I cater for all pixel ratios within my 480px breakpoint?
