I'm totally stumped

I feel like I'm missing something basic, hoping to learn from other questions on this lesson!

index.php
<?php
include "helper.php";

try {
    $results = $db->query(
        "SELECT member_id, email, fullname, level FROM members"
    );
} catch (Exception $e) {
    echo $e->getMessage();
}
//add code below this line

function send_offer($results->fetchAll(PDO::FETCH_ASSOC));
