I'm unable to get my href to link on the page

Hi everyone! I'm having some troubles implementing the href link to the top of the page here. Can someone take a look and give me some advice on how to fix this?

There's a stray extra angle bracket. Instead of <a> href="#top">, it should be <a href="#top">.

The syntax coloring is a good aid for spotting such issues.
