It depends on what you're trying to do. I don't think any general statements can be made about a position of 200%. Depending on the size of the background image as well as the size of the element it's applied to you might see part of the image or no image at all.
Is there a particular video you're on right now that this question relates to? If you can post what prompted your question then you could get an answer more inline with the context of your question.
