Hi the answer is

/* Complete the challenge by writing CSS below */

.progbar::after {
  display: block;
  width: 50%;
  height: 100%;
  border-radius: inherit;
    background-color: #5ece7f;
  content: "";
}

.progbar::before {
  content: "";
    display: block;
    width: 24px;
    height: 24px;
    border-radius: 50%;
    position: absolute;
    left: 49%;
    top: -9px;
    background-color: #7dd898;
}

a::after {
  content: attr(href);
}

With the before and after pseudo you are inserting content before or after, you define the content in

content: "my content";

A common use of the ::before for example would be to add a currency symbol before a price

.price::before {
  color: red;
  content: "£";
}
