On line 5 you have closed the class code block. That bracket should not be until the last line of code for the entire class. I think once you fix that your code should run. Should look like this:

class GoKart { public static final int MAX_BARS = 8; private String color; private int barCount; //no closing bracket here.

public GoKart(String color) { this.color = color; }

public String getColor() { return color; }

public void charge() { barCount = MAX_BARS; }

public boolean isFullyCharged() { public void charge()

  while(!isFullyCharged()) {
    mBarsCount++;
  }

public boolean isBatteryEmpty() { return barCount == 0; }

public boolean isFullyCharged() { return MAX_BARS == barCount; } } //closing bracket here
