Instagram registration has changed, Do I have to be a part of FaceBook to request access?

on April 15th, 2015 new client_IDs have to request access. Directions are not clear and the example provided in the video no longer works.

Should I use a different formatted redirect? I am unable to continue past this step

Looks like you have to press enter to set the URI properly. After the captcha the registration completed

Go to Manage Client on the Instagram Account and select Edit. On the Security tab uncheck "Disable implicit OAuth".
