Installing wordpress locally error

After i installed wordpress locally with succes and yesterday was working , i wanted today to continue my lesson about using Wordpress and surprise a error came "Error establishing a database connection" also when i try to enter in phpMyAdmin it's showing this : Cannot connect: invalid settings. mysqli_real_connect(): (HY000/2002): No connection could be made because the target machine actively refused it. phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in your configuration and make sure that they correspond to the information given by the administrator of the MySQL server. What can i do?

Did someone have the same problem ? I really don't want to install 10 times wordpress

Did you remember to start Apache and the MySQL?

When i start the server Apache was on( green) and MySQL off idk why...than in enter in the web started page and i open from there somehow. Now is working .
